Who Qualifies forWIOA Funding?
WIOA funding is administered by local American Job Centers and state workforce offices. Most applicants fall into one of these four primary eligibility categories:
Dislocated Workers & Laid-Off Staff
Individuals who were laid off, received a notice of termination due to company downsizing or plant closure, or are currently collecting Unemployment Insurance.
Underemployed & Low-Income Adults
Individuals earning below self-sufficiency wages, working part-time who want full-time careers, or households receiving public assistance (SNAP, TANF, Medicaid).
Displaced Homemakers
Individuals who previously provided unpaid domestic care and have lost their primary source of financial support through divorce, separation, death, or disability of a spouse.
Young Adults (Ages 18–24)
Out-of-school youth or young adults seeking vocational and technical credentials to establish long-term economic independence in high-growth careers.

Yes! In both Arizona and Utah (and most other states), attending a state-approved training program through an Eligible Training Provider List (ETPL) allows you to maintain your unemployment benefits without having to search for temporary low-wage work while you train. Your workforce case manager can submit the appropriate training waiver.
The process typically takes between 2 to 4 weeks depending on your local workforce center's scheduling and documentation requirements. Our dedicated Elevate WIOA coordinators work with you directly to assemble all required paperwork and help expedite your approval.
Generally, you will need: government-issued photo ID (driver's license or passport), proof of U.S. citizenship or legal work authorization (Social Security card or birth certificate), proof of address (utility bill or lease), proof of income or public assistance (SNAP, TANF, SSI, or recent pay stubs), and layoff or UI documentation if you are a dislocated worker.
All three of our primary accelerated programs are eligible for WIOA grant funding: our 10-week Tech Sales (SDR Bootcamp), our 24-week Cybersecurity (Network Engineering) program, and our 6-week HVAC Technician program. Funding covers full tuition, books, software, and industry certification exam vouchers.
If you do not meet WIOA eligibility requirements, Elevate offers multiple other financing paths, including private student loans with deferred payments through Edly and Ignyte, upfront tuition discounts, and merit or diversity scholarships.
